We must build desalination plants and also stop some of the bureaucracy that has been mismanaging our water supply wasting millions of gallons of water. While protecting wildlife is important, review of decisions of environmental bureaucrats should be subject to water boards and water boards should be able to appeal regulatory agencies when there is not enough of a balance of necessity is taken into consideration.
It is also necessary to spend the dollars needed to construct new reservoirs and make it possible to repair those that are in need of substantial repair.
The State should offer inducements to contractors to build, whether it is streamlining authorization to build, tax credits, or paying a set percentage of contractors' costs to build. Also, some of the regulatory hindrances should be waived so that costly lawsuits that stop development can be avoided.
Tax credits for students and parents. Giving private industry tax credits for paying for the education of employees.
Although the desire to cut carbon emissions is admirable. what is not being acknowledged is the human suffering if affordable, reliable energy is not readily available to Californians. Making private vehicle ownership impossible for low income residents because of registration, insurance and now regulations is a a mistake. What about the cost of replacing an electric vehicle battery? What about the environmental impact of all of the batteries that will poison the land that they will be discarded in? They will poison the groundwater. A battery is a storage device. It does not produce energy. That energy must be generated by natural gas, nuclear, hydro, or coal. We must consider the long term effects of the useless batteries, the discarded blades from windmills etc. before plunging headlong into an unsustainable energy need. We must count the cost in human suffering and life before implementing these courses of action.

I believe in a common sense moral approach to public service. What will best serve the long term health of society through the exercise of our civil rights in pursuing happiness is a constitutional guarantee that I have vowed to protect. Public Safety, educational reform and bringing our economy under control by curbing gas and food prices are my priorities.
